Public records websites are usually just robust programs that access huge databases. These databases normally include things of public records like court records, DMV / motor-vehicle information, criminal records, property appraiser data,  and more.

Not all sites are created equal.  Some have taken the time to write better programs with farther and deeper reach. Getting access to state information can be done, but can also be tricky at time which is why websites that help do the searching for you are so popular.
